I thought it would be useful to tell you about a few useful photo editing programs that you can use to help improve your pictures. As you might know, Adobe Photoshop is a premier photo editing suite that is very expensive, running around $700 and even more for the extended version. What you might not know, is there are FREE programs available that have a lot of the same features that can allow you to achieve practically the same results.
Probably the most popular and well known alternative is a program called GIMP, it is a completely free image manipulation software.You can download the program at http://www.gimp.org/
Another program I personally like is Corel Paint Shop Pro. This was the first photo editing program I used, back when it was version 10. Now at version 15, it is a much more affordable option at $59.99. Visit http://www.corel.com to view it's features.
There are also online photo editors that can provide unique and professional looking effects to your photos. One of the best ones is Fotoflexer. Completely free to use, you can find it by going to http://fotoflexer.com/

Justin, this is so helpful especially now with so many photos being used for scrapbooking. Like you said, there are programs that are so expensive and it's worthwhile to try out some of the free ones. I am currently putting together a scrapbook for two of my dogs, and I have so many pictures that need to be edited. I will definitely try these and let you know how they turn out. I'm looking forward to learning more!!
